The Confederacy also acquired numerous arms and monetary stores from the National Government through both political dealings prior to secession and through confiscations afterward. This theft is represented in the upper right and lower left panels. The lower right panel is commenting on the Confederacy's acquisition and use of the existing U.S. Postal service facilities and materials despite efforts to cease use of U.S. Stamps and create their own.
