Hunter. Notably Hunter only served as Secretary till February 1862 while this cartoon was published in July 1862 during which time Judah P. Benjamin was Secretary of State. In the winter of 1861-62 the Confederacy extended commercial incentives to a number of European states in hopes of gaining support and recognition. This effort proved to be ineffectual as portrayed by the exclamations of the Confederate Minister.
