The remedy \"Monitor Tonic\" above Lincoln's arm is likely referring to the USS Monitor and the subsequent wave of ironclads employed by the U.S. Navy. However, the focus of the cartoon is the \"Russian Salve\" which is declared on a sign to the left of Lincoln as \"Lincoln's Specific for Confederate Rash.\" The salve, or medical ointment, is in reference to Russia's maintenance of friendly relations with the United States throughout the Civil War. Russia rejected an invitation by Britain and France to participate in a planned European intervention of the Civil War and in return the U.S. refused a similar invitation to interrupt Russian affairs in Poland. As a result this reciprocal relationship helped both the U.S. and Russia. Here Lincoln wishes to impart some of the Russia cooperation upon both France and Britain, represented by Napoleon III and John Bull in the top left.
