Since the federal government lacked good credit, Secretary of the Treasury Salmon P. Chase, employed John J. Cisco, asistant secretary in New York to aid in securing loans from major banks. With the help of Cisco, who possessed a good reputation in the financial world, the government was able to get a $50,000,000 loan. This cartoon shows Jonathan North, a representation of the United States, flexing with his new loan.
