When the draft was enacted it exempted blacks, since they were not considered citizens, as well as allowing individuals able to pay $300 to obtain a waiver. The riots that ensued quickly engulfed all parts of the city and notably targeted black communities. This cartoon is commenting on the futility and inhumanity of targeting innocent black communities in response to the draft. The old black man is protecting a scared little girl as ghoulish whites attack with clubs. Many rioters were angered at elements that they believed had caused the war such as the Republicans, abolitionists, and blacks themselves. The cruel irony of this situation was that the exclusion of African Americans from the draft was because they were not even considered citizens.
