Butler commanded the force that occupied the captured city of New Orleans in May 1863 and ruled with a firm hand. His unwavering application of his powers as military head of the occupation similarly led to him being scorned by Southerners and some Northerners for what they saw as harsh actions. His most infamous action was probably General Order No. 28, holding that any woman who insulted or was contemptible to a US soldier or officer would be treated as a prostitute. He also controversially executed Confederate citizen William Mumford for tearing down a US flag in New Orleans that was placed on the US Mint by conquering Admiral David Farragut, an action that resulted in Jefferson Davis issuing an order that Butler was to be considered a felon worthy of capital punishment if caught. His removal from New Orleans in mid-December of 1862 largely resulted from these controversies. This cartoon is mocking Butler, by presenting him as an ogre-like washer man. Lincoln is not portrayed any better as he appears disheveled and rough hewn. Butler asking \"Any more scrubbing to give out?\" is portraying that his removal from New Orleans will not impede his future aggressiveness.
