Having been published in November of 1861, this cartoon is commenting on the command situation of the Union army at the time. Irvin McDowell had commanded the Army of Virginia that was defeated in July 1861 at First Bull Run and afterwards he was demoted to a command defending Washington. George B. McClellan had been selected to lead and organize the new Army of the Potomac in August of 1861, and despite a humiliating defeat at Ball's Bluff in October he was promoted to General-in-Chief of all the Union armies on November 1 upon the retirement of Winfield Scott. With a publication date of November 9, 1861, McClellan was still unproven at this time. The North had yet to discover a general who had distinguished himself as the leader they needed to oppose the South. It seems that this cartoonist possessed little faith in McClellan's abilities to take this role since he still depicts it as undecided.
