In May of 1861 a meeting between these two figures resulted in Russell reasserting Britain's noncommittal stance, but remaining open to at least listening to the representatives despite likely having little to offer or say in return. This cartoon appears to be referencing the Declaration of Neutrality by Queen Victoria on May 13, 1861 that recognized the Confederacy as a belligerency and gave them the same rights in British ports as U.S. ships. This gave the South access to a great number of ports worldwide and the many possibilities for supplies that came with this access.
