He also served as Postmaster and on May 10, 1860 a warrant was issued for his arrested due to embezzlement. Marshal Isaiah Rynders, a political organizer in New York himself, was tasked with carrying out the arrest. Upon approaching the hotel where Fowler resided, Rynders proceeded to have several drinks at the bar and began engaging in dialogue meant to tip off Fowler of his arrival. When Rynders did go to Fowler's room to arrest him, Fowler had already fled. Fowler headed to Mexico and would escape prosecution.
