All the graves were dug by a local farmer, Atta Mohammad, who was ordered by the local police to bury each body with no payment. Atta began burying the bodies in 1993 and stopped in 2003. In a report released in August 2011, the State Human Rights Commission (SHRC) claims that of the more than 2,000 bodies in unmarked graves in 38 sites in Indian-administered Kashmir, 574 were identified as local residents. While some of the graves are reportedly those of foreign and Kashmiri militants, the SHRC claimed that many of those killed were innocent civilians killed in fake encounters or as forced disappearances after being picked up by security forces.
