In a report released in August 2011, the State Human Rights Commission (SHRC) claims that of the more than 2,000 bodies in unmarked graves in 38 sites in Indian-administered Kashmir, 574 were identified as local residents. While some of the graves are reportedly those of foreign and Kashmiri militants, the SHRC claimed that many of those killed were innocent civilians killed in fake encounters or as forced disappearances after being picked up by security forces.
