The one depicted is the Otokozaka (Man's stairs) which were at a steep incline, the other not shown are the Onnazaka (Woman's stairs) which were a more gradual slope. A procession is coming down the steps indicating the occasion is Gohanshiki, a unique festival at the shrine that was famous in Edo.
